PLEASE TAKE THE TIME TO READ THESE TERMS AND CONDITIONS. They will apply to all entities that use the Letter of Access (LoA) module tool as hosted and put at disposal by ReachCentrum to REACH1 consortia or Lead Registrants for use in the Substance Information Exchange Forum ("SIEF") through this webpage. When proceeding to the purchase and payment of a LoA, the users of the LoA module do not enter into any contractual relationship with ReachCentrum SPRL. Purchase of a LoA via the LoA module is ruled by the terms of the agreement (SIEF agreement or any other contract ) concluded in the (SIEF) between the individual SIEF members and the consortium (members) /the Lead Registrant, if any. The LoA module has been developed and should be used only in the context of REACH.

The use of the Letter of Access (LoA) module tool does not relieve the registrant comply with the requirements of REACH, i.e in particular to submit an individual registration dossier to ECHA. It only aimed to facilitate the share of data within the SIEF, in line with the REACH requirement of data and cost sharing among SIEF members.

1 - Joint registration compensation for purchase of the LoA

Fees are always presented VAT included, if applicable.

2 - Payments Information

Payment can be made either by credit card through our secure website or by bank transfer. If possible, please use the on-line payment opportunity while paying the Letter of Access on-line.

3 - Payment by bank transfer

An invoice will be produced with consortium members/Lead Registrant bank details. The consortium members/Lead Registrant will deliver the Letter of Access only upon receipt of the payment or proof of payment.

4 - Payment online

If you pay by credit card you will be redirected to the secure Ogone website to enter your credit card details. ReachCentrum will not assume any responsibility whatsoever for any damage or injury caused by the use of Ogone website in order to process the payment. When your payment has been completed click "ok" and you will be re-directed to the LoA module.

Please note that the system accepts payment by Visa, MasterCard or American Express; other major credit/debit cards are not accepted. If placing your order on-line, you authorise the consortium/Lead Registrant to deduct from your nominated payment card any amount stated on our website in relation to fees and charges for processing your order.

Above prices will be evaluated on a yearly basis and adjusted per 1 January each year.

6a - Reimbursement Information

By entering the user name and password, the user of the present LoA e-shop account recognizes that it is entitled to act on behalf of the legal entity/company to which the present LoA e-shop account is linked and undertakes to provide ReachCentrum SPRL with the correct bank information (bank account details) of such legal entity/company.
ReachCentrum SPRL will not be liable for any indirect or consequential loss suffered by any LoA e-shop user or user's legal entity; or any loss of profits or loss of business (direct or indirect) suffered by any LoA e-shop user or user's legal entity. In particular, ReachCentrum will not assume any responsibility whatsoever for any damage or injury caused due to the content of the invoicing or bank information provided.
It is the responsibility of the legal entity that is entitled to a reimbursement to check that the information provided to ReachCentrum SPRL is valid and corresponds to the appropriate company bank account.

6b - Reimbursement cost

If costs are charged by the bank for the transfer from the ReachCentrum bank account to the customer bank account, any such charge shall be debited to the account of the customer.

7 - Confirmation of order

You will always receive a confirmation of your order of purchase of the Letter of Access, acknowledging that your order has been received and successfully processed. That automatic reply will immediately follow an on-line order. ReachCentrum will not be responsible if you fail to receive confirmation because you have supplied ReachCentrum with an incorrect e-mail. If you do not obtain anything, please send an e-mail to LoA@reachcentrum.eu to make sure that order has been received.

8 - Invoice

Invoice will only be provided in electronic format (PDF). The invoice by default is sent to the company where the service is delivered, which is the company indicated in the Invoice address fields on the LoA shop filled in by the buyer. The company has the responsibility to book the invoice according to and in compliance with the applicable VAT legislation and obligation. Alternatively the invoice can be shipped to another address without prejudice of the previous sentence.

9 - Data Protection

The personal information provided by you will be held on the consortium/Lead Registrant database. If you do not wish your details to be used for this purpose, please write to ReachCentrum SPRL (LoA@reachcentrum.eu).

10 - Rights in material

All copyright and other rights in materials provided to you for the purposes of the sale of the letter of access are the property of the consortium/Lead Registrant, ReachCentrum or its licensors. You are not entitled to copy such materials (except as permitted by law) nor are you entitled to use or authorise others to use them for any commercial purposes.

11 - Liability and insurance

ReachCentrum will not assume any responsibility whatsoever for any damage or injury caused by the use of the present tool. ReachCentrum shall have no liability for loss or damage except where this is due to the negligence of ReachCentrum. ReachCentrum SPRL will not be liable for any indirect or consequential loss suffered by any user; or any loss of profits or loss of business (direct or indirect) suffered by any user.

ReachCentrum provides only the hosting of the present tool for use by REACH consortia/Lead Registrants. ReachCentrum will not assume any responsibility whatsoever for the data and cost sharing process, in particular on the terms of the SIEF agreement or any other contractual arrangement in the SIEF, the cost sharing principles agreed in the SIEF, the proposed price of the Letter of access, the information provided following the purchase of a letter of access. ReachCentrum total liability to any user in tort (including but not limited to negligence) or otherwise shall not exceed 425 EUR.

12 - Applicable laws and competence

The relationship between the consortium/the Lead Registrant and the SIEF members are governed in accordance with the law agreed within the framework of the contractual arrangement agreed among the parties (SIEF agreement or any other contract).

The relationship between ReachCentrum SPRL and the registrant will be exclusively governed and construed in accordance with the laws of Belgium without giving effect to any principles of conflicts of law. If no agreement can be reached with ReachCentrum SPRL, any dispute related to the non-contractual relation will be taken in charge by the exclusive competence of the Belgian jurisdiction.

13 - Force Majeure

ReachCentrum SPRL will not be liable for any default or delay in the performance of any services, to the extent that such default or delay is caused, directly or indirectly, by an event beyond the reasonable control of ReachCentrum such as, but not limited to: fire, flood, earthquake, elements of nature, acts or regulations of government bodies, court orders, acts of war, terrorism, riots, civil disorders, rebellions or revolutions, strikes, lockouts or labour difficulties. Such event or circumstance giving rise to the default or delay is a Force Majeure Event.


These terms of use apply to all orders submitted for process of purchase of letter of access. They may be amended by ReachCentrum from time to time and, therefore, you should read our current terms and conditions on the ReachCentrum Website before submitting each order, or write to ReachCentrum to request a copy of the same.
